Mad Cow's Money. The EU (a collection of European countries) has a "Common Agriculture Policy" which was designed to secure the ability to produce food in Europe by a system of subsidies paid direct to farmers.
Unfortunately this policy is now hugely out of step with commercial reality and, whilst draining the EU's tax coffers, causes; over-production, environmental damage through over farming, hurts developing countries whose indigenous farmers can't compete with subsidised products and increased food prices in Europe due to lack of competition from developing countries.
Oxfam is trying to draw attention to this problem and convince the EU to drastically alter the system of subsidies. They have quite an amusing, interesting flash movie.
